Black Rock City is the temporary city built each year at the Burning Man festival in Nevada's Black Rock Desert. Last year, for one week at the end of summer, the population of Black Rock City was more than 60,000.
Despite only existing for a short time, the city has an airport, law enforcement, medical care, stores, restaurants, and different distinct neighborhoods. Just like a permanent city.
